The Manager, Short Term Care Facility provides administrative oversight of the Short Term Care unit at the Raritan Bay Medical Center. The Manager is responsible for the day to day operations of the unit with regard to fiscal accountability, performance improvement, service excellence and related patient issues.  Implementation and compliance with Division of Mental Health STCF regulations. Supervision of clinical staff to ensure regulatory standards are met. Compliance with all other external regulatory and accreditation bodies.

Responsibilities

A day in the life of a Manager, Short Term Care Facility at Hackensack Meridian Health includes:

 

1. Has responsibility and authority for all aspects of day to day operations of STCF including the supervision of staff, hiring, termination, disciplinary, performance evaluations and other management responsibilities.
2. Collaborates with the Department of Social Work, Allied Clinical Therapies, Nursing to ensure that they are in compliance with Division of Mental Health Regulations, JCAHO and RBMC policies and procedures on a day to day basis.
3. Collaboratively works with Medical Director and Nurse Manager to assure that all patients who meet criteria for commitment with comorbid medical conditions (such as diabetes, HIV, dialysis) can access the Short Term Care Facilities services.
4. On a daily basis, monitors census to attain budgeted numbers; monitor expenses associated with staff salaries, equipment and supplies, etc., in order to achieve/exceed budgeted revenues and maintain expenses.
5. Collaborates with Nurse Managers to ensure that nursing staffing effectiveness is monitored and maintained to ensure budget compliance.
6. Designated liaison with State and County Hospitals, Screening Centers, other affiliated hospitals, and Division of Mental Health representatives to ensure proper usage of STCF beds;
7. Establishes and maintains STCF policies and procedure manual to comply with RBMC and state mandated protocols;
8. Oversees compliance to key regulations, including but not limited to:
--Facilitating proper implementation/maintenance of NJ 211 System (NJAC 10:37G-2.1(g); state mandated Triage Protocol;
--Per NJAC 10:307G-2.1 (I), assuring that a system is in place for Psychiatric Advance Directives to be accessible and integrated in the treatment of persons who have completed them;
--Assuring that Wellness and Recovery principles are integrated into the daily services provided on the STCF unit. Works collaboratively with Allied Health and Social Work Director to establish protocols and train staff in this modality of treatment. NJAC 10:37G-2.3 (a);
--Ensures submission to State, UMCP and PHBH all statistical information, USTF data and other information on a timely basis.
9. Works through collaboration with County Wide Screening Centers, Division of Mental Health and PACT/ICMS, Hospitals. Creates affiliation agreements for ease of access and the best treatment of those patients on STCF units.
10. Designated RBMC-STCF representative for all SRC and hospital meetings.
11. Supports customer service and performance improvement goals of the organization. Collaborates with other caregivers / staff, within and outside the department, to develop means of enhancing patient care and service (Press Ganey).
12. Maintains standards of confidentiality.
13. Other duties and/or projects as assigned.
14. Adheres to HMH Organizational competencies and standards of behavior.

Qualifications

Education, Knowledge, Skills and Abilities Required:

1. Master's Degree.
2. A minimum of 5 years of experience in a behavioral healthcare setting.
3. Previous experience in a behavioral health field with administrative duties.
4. Excellent interpersonal, organization and communication skills.
5. Customer service orientation, teamwork approach, flexibility, excellent organizational and problem-solving skills.
6. Excellent written and verbal communication skills.
7. Proficient computer skills that include but are not limited to Microsoft Office and/or Google Suite platforms.

 

Education, Knowledge, Skills and Abilities Preferred:

1. Previous experience in an involuntary treatment setting.

 

Licenses and Certifications Required:

1. Professional Counselor License or NJ Licensed Social Worker.

Compensation
Starting at $90,750.40 Annually

HMH is committed to pay equity and transparency for our team members. The posted rate of pay in this job posting is a reasonable good faith estimate of the minimum base pay for this role at the time of posting in accordance with the New Jersey Pay Transparency Act and does not reflect the full value of our market-competitive total rewards package.

  • Internal Equity: Compensation is determined in a manner consistent with compensation ranges for similar roles within the organization.
  • Budget and Grant Funding: Departmental budgets and any grant funding associated with the job position may impact the pay that can be offered.

Some jobs may also be eligible for performance-based incentives, bonuses, or commissions not reflected in the starting rate. Certain positions may also be eligible for shift differentials for work performed on evening, night, or weekend shifts.
