As directed by management, The Manager, Sponsored Programs oversees and manages all grant activities. Oversees pre-award, and post-award processes for grants and sponsored programs. Develops and analyzes reports for administration, faculty, departments, and funding agencies. Collaborates with principal investigators to develop and submit proposals, including electronic submissions; to develop budgets according to funding guidelines; and to assure compliance. Provides review and on-time submission of proposals to assure accuracy and compliance with program announcement, TWU policies, and federal regulations. Provides administrative and technical guidance and support to staff seeking funding for research, public service, and special sponsored institutional projects. Negotiates, administers, extends, terminates, and renegotiates contracts and sub-contracts, as appropriate. Researches and interprets relevant regulations, guidelines, and standards, and oversees the processing of contracts and/or grants.
Responsibilities
A day in the life of a The Manager, Sponsored Programs at Hackensack Meridian Health includes:
- Guides and facilitates the grant process including: research proposals, contracts, sub-contracts, and agreements, to include budgets, documentation, and interpretation of funding requirements.
- Serves as a central negotiator and liaison between HMH, funding agencies, and contract entities; researches, drafts, and approves formal responses to requests for proposals, quotation, contracts, and agreements.
- Analyzes and evaluates grant budgets for correct calculation of expenditure categories such as salaries, percent of effort, salary adjustment increases, fringe benefits, indirect costs, materials, and equipment.
- Provides oversight and direction for all post award related financial activity for all grant awards at Hackensack Meridian Health Network, Georgetown NCI partnership and Center for Discovery and Innovation on Roche campus.
- Leads and facilitates all pre-and post-award grant related responsibilities for the NCI Georgetown Partnership.
- Leads and facilitates all pre-and post-award grant related responsibilities for the Hackensack Meridian Seton Hall Medical School.
- Leads and facilitates all pre-award submissions for the Center for Discovery and Innovation.
- Primary financial and administrative responsibility for Center for Cancer Prevention Control. Reviews and approves all financial related expenses for all assigned grants within CPC.
- Provides all administrative direction for hiring of new personnel. Provides all required financial material for monthly FTE meetings to obtain new grant related hires.
- Facilitates all financial and administrative work for assigned CPC state funding. Acts as post award liaison between CPC department and central post award finance.
- Maintain current working knowledge regarding Uniform Guidance and common federal sponsor practices (specifically, those of USAMRAA, NIH and DOD).
- Implements policies and procedures across the Network as necessary to be compliant with the many federal regulations or to improve efficiency across Network departments.
- Ensure prompt and accurate management of award modifications for principal investigators. Provides assurance that HMH follows all applicable award terms, site requirements and sponsor regulations.
- Prepares and submits all grant transfer applications for new Principal Investigators to be hired by HMH. Facilitates the award transfer process for the Principal Investigator.
- Participates and/or assists in special projects, and performs associated administrative duties, as assigned.
- Resolves outstanding billing/payment discrepancies with the sponsors.
- Updates research accounts and provides financial activity reports to the Principal Investigators and department Administrators.
- Assists in designing and implementing an education program on grant administration and compliance.
- Analyzes and evaluates awarded proposals, contracts, and subcontracts for compliance with funding agency, federal, state, and university requirements; prepares required acceptance documentation, and obtains institutional signatures; recommends approval or rejection of deviations from contract specifications.
- Assists in the formulation of processes and procedures for negotiation of contract and grant pre-awards and post-awards to meet HMH requirements; researches appropriate federal, state, and local requirements to facilitate compliance by all parties; assists in arbitration and resolution of conflicting interests, as necessary.
- Coordinates receipt of awards and contract documentation; maintains proposal and funding records, and prepares scheduled and special reports, studies and analyses.
- Meets with HMH Principal Investigators regularly to analyze specific areas of research in order to seek matching Request for proposals for future grant applications.
- Attends regular working group sessions with grant writers to assist in development of future grant application for HMH Principal Investigators. Provides high level overview and feasibility of prospective grant applications to principal investigators.
- Manages 1 FTE associated with pre-award analysis and preparation.
Qualifications
Education, Knowledge, Skills and Abilities Required:
- Bachelor's level degree or equivalent in related field.
- Minimum of 5 years of experience that is directly related to the duties and responsibilities specified.
- Ability to perform complex tasks and to prioritize multiple projects.
- Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
- Information research skills.
- Knowledge of grant funding policies and procedures and applicable local, state, federal and university regulations.
- Ability to prepare research reports and proposals.
- Ability to analyze budgetary line items for compliance with budget guidelines.
- Database management skills.
- Knowledge of federal, state and/or community funding sources and mechanisms.
- Negotiation and arbitration skills.
- Knowledge and understanding of intellectual property rights laws, guidelines, and policies.
- Proposal and grant writing skills.
- Knowledge and understanding of computer-aided research administration systems.
Education, Knowledge, Skills and Abilities Preferred:
- MBA, MPA preferred.
Licenses and Certifications Preferred:
- Certification in related field preferred or commitment to obtain within 1 year.

Compensation
Minimum rate of $111,924.80 Annually
HMH is committed to pay equity and transparency for our team members. The posted rate of pay in this job posting is a reasonable good faith estimate of the minimum base pay for this role at the time of posting in accordance with the New Jersey Pay Transparency Act and does not reflect the full value of our market-competitive total rewards package.

- Internal Equity: Compensation is determined in a manner consistent with compensation ranges for similar roles within the organization.
- Budget and Grant Funding: Departmental budgets and any grant funding associated with the job position may impact the pay that can be offered.
Some jobs may also be eligible for performance-based incentives, bonuses, or commissions not reflected in the starting rate. Certain positions may also be eligible for shift differentials for work performed on evening, night, or weekend shifts.
