The Vice President of Payroll Operations is responsible for the overall management and processing of employee payroll and related system/administrative functions to ensure accurate, timely and reporting of all wage and tax data in accordance to Federal and State regulations for 33,000+ team members of the Hackensack Meridian Health (HMH) Network. Manages the system configuration of all payroll-related modules; develop and design both process and systemic solutions to improve efficiencies within the payroll department and support operational needs.

Responsibilities

A day in the life of a Vice President of Payroll Operations at Hackensack Meridian Health includes:

  • Manages all aspects of payroll administration, timekeeping and scheduling systems, taxes and garnishments in a multi-state environment for 33,000+ employees across 32+ entities.
  • Maintains and processes all payroll and tax administration for PMC Kronos system, Lawson legacy payroll systems, etc. and oversees all system conversions for all new entities that join the Network.
  • Partner with Human Resources and Employee Relations to develop work rules for 13+ union contracts.
  • Develop reports and processes to comply with union and non-union requirements.
  • Manages a payroll department of 20+ team members.
  • Plans, directs and coordinates tasks with Payroll Managers and staff to ensure timely and accurate payroll adjustments, payroll cycle, including incoming/outgoing interfaces, deductions, tax reporting and funding.
  • Manages expenses and budgets to ensure alignment with company business goals and objectives.
  • Manages all system upgrades of payroll-related modules; ensures integrity of all payroll-related data through system audits, testing, application of system upgrades, bundles/fixes and tax updates.
  • Manages and maintains configuration of all PeopleSoft Time and Labor payroll tables, setting up earnings codes, deductions, taxable gross components, accumulators, additional pay, tax and direct deposit records.
  • Maintains PeopleSoft Time and Labor security; includes creating dynamic groups and partnering with IT on permission list development.
  • Manages and maintains configuration of all PeopleSoft Time and Labor system tables, such as workgroups, rules, time reporting codes, for processing time and attendance.
  • Manages functional tasks of KABA Clocks; biometric enrollments, restriction profiles, clock groups, IVR system and business process configuration.
  • Manages Scheduling System(s) (staff schedules and productivity metrics) to foster effective labor management. Includes setting up skills, shifts, employee patterns, security and interface configuration/administration.
  • Designs and manages newly customized Homegrown Scheduling system, which will function within PeopleSoft HR/Time and Labor.
  • Sets goals and standards for expected performance of payroll staff and develops improvement plans when applicable.
  • Establishes and enforces customer service excellence to increase employee satisfaction and support all levels of management.
  • Partners with the business units and users to identify training and business operational needs and opportunities. Captures business requirements and develops/designs system solutions.
  • Maintains Payroll Department home page for posting important payroll forms, training guides and procedures.
  • Proactively implements daily audits to capture data errors prior to payroll processing.
  • Ensures all payroll transactions are properly classified and in compliance with federal wage and hour, as well as hospital pay practices and policies.
  • Partners with HR/IT Departments to streamline cross-functional processes and identify improvement opportunities.
  • Manages third party vendor relationships and interfaces (i.e. ADP, Clairvia, KABA and Benefit Vendors).
  • Partners with IT to troubleshoot and resolve technical issues of payroll systems.
  • Develops custom templates to minimize data entry for both Payroll and HR usage.
  • Develops functional specs for customized reporting and system enhancements/fixes.
  • Manages physician electronic time study reporting system and partners with Medical Staff Office, Legal and Finance on Medicare compliance and reporting needs.
  • Partners with Accounting on bank reconciliation items (funding and cash requests, wire requests, bank reconciliations, suspect check reports, and quarterly tax reconciliations), financial audits and g/l interface changes.
  • Supports HRIS/Benefits on all PeopleSoft projects impacting payroll data.
  • Supports Employee Relations in employee investigations.
  • Recruits, interviews and hires staff.
  • Partners with HR Compensation on pay practice policies and implements/configures payroll system to accommodate pay programs.
  • Maintains proper documentation and knowledge to successfully respond and comply with federal and state labor audits.
  • Adheres to HMH's Managerial competencies and standards of behavior.

Qualifications

Education, Knowledge, Skills and Abilities Required:

  • Fifteen or more years of management experience within recruitment, performance management and budget responsibilities, including experience in a multi-state environment with an in-depth, functional knowledge of payroll processing for multiple companies and complex pay practices.
  • Strong working knowledge of all federal and state regulations to ensure accurate wage and tax reporting.
  • Strong knowledge of PeopleSoft HRMS/Payroll tables and functionality to facilitate and implement system improvements, understand and test all system upgrades, patches and Tax Updates.

Education, Knowledge, Skills and Abilities Preferred:

  • Degree in Accounting or Business Management.

Licenses and Certifications Required:

  • Certified Payroll Professional.

Compensation
Minimum rate of $197,995.20 Annually

HMH is committed to pay equity and transparency for our team members. The posted rate of pay in this job posting is a reasonable good faith estimate of the minimum base pay for this role at the time of posting in accordance with the New Jersey Pay Transparency Act and does not reflect the full value of our market-competitive total rewards package.

  • Internal Equity: Compensation is determined in a manner consistent with compensation ranges for similar roles within the organization.
  • Budget and Grant Funding: Departmental budgets and any grant funding associated with the job position may impact the pay that can be offered.

Some jobs may also be eligible for performance-based incentives, bonuses, or commissions not reflected in the starting rate. Certain positions may also be eligible for shift differentials for work performed on evening, night, or weekend shifts.
