The Vice President, Regulatory & Community Affairs serves as a key member of Hackensack Meridian Health's External Affairs leadership team and reports directly to the Senior Vice President, Chief of External Affairs. This executive is responsible for shaping and executing the health system's state and federal regulatory affairs strategies, and for ensuring that HMH maintains productive, transparent relationships with regulators, policymakers, and community stakeholders. This role leads HMH's engagement with New Jersey's state regulatory agencies including the Department of Health (NJDOH), Department of Human Services (DHS) and the Department of Community Affairs (DCA) on issues impacting hospitals, ambulatory and other facilities, behavioral health, and other licensed entities. The VP, Reg & Community Affairs also oversees federal advocacy efforts and provides strategic direction to advance HMH's national priorities with Congress and federal agencies. In addition, this position provides executive oversight to the Vice President, Community Impact, ensuring alignment between HMH's local government engagement.
Responsibilities
A day in the life of a Vice President, Regulatory & Community Affairs at Hackensack Meridian Health includes:
Regulatory Affairs (State-Level):
- Serve as the health system's primary liaison with New Jersey state agencies on hospital and health facility regulatory matters.
- Coordinate all Certificate of Need (CON), licensing, and regulatory filings across the network in partnership with Legal, Operations, and Strategy teams.
- Engage proactively with NJDOH, DHS, DOBI, and other agencies to ensure the system's interests are represented in the development and implementation of health policy and regulation.
- Lead internal coordination and preparedness around new regulatory requirements, including workforce, reimbursement, and quality-related mandates.
- Advise senior executives on the regulatory landscape related to health system growth, service line expansion, and innovation initiatives.
Public Funding:
- Lead HMH's proactive public funding strategy, representing the system before Congress, the U.S. Department of Health and Human Services (HHS), the Centers for Medicare and Medicaid Services (CMS), HRSA, USDA, and other federal agencies.
- Identify and advance federal funding and demonstration opportunities, including innovation models, resilience grants, and other initiatives.
- Coordinate engagement with Foundation and Research, Academics and Innovation teams within the HMH network to ensure consistent network strategic alignment on funding opportunities.
Community Affairs & Impact:
- Provide strategic oversight and guidance to the Vice President, Community Impact, ensuring the system's local government engagement reflects strategic priorities.
- Strengthen relationships with community-based organizations, local governments, and advocacy partners to advance shared health improvement goals.
- Oversee the development of annual impact reports and ensure consistent documentation of impact across the network.

Qualifications
Education, Knowledge, Skills and Abilities Required:
- A bachelor's degree plus an advanced degree in Law, Business, Public Policy, and/or health-related field required.
- Minimum of 15 years of progressive experience in government affairs, regulatory affairs, or health policy, with significant exposure to state regulatory agencies.
- Deep understanding of New Jersey's hospital and health system regulatory framework, including Certificate of Need, licensing, reimbursement, and compliance requirements.
- Demonstrated success building relationships with state and federal policymakers, regulators, and associations.
- Experience managing teams and complex portfolios within a large, matrixed organization.
- Exceptional written and verbal communication skills, with the ability to convey complex regulatory and policy matters to executive and clinical leaders.
- High level of integrity, judgment, and discretion in handling sensitive information.
- Ability to create and establish projects within the broad guidelines of the HMH external affairs agenda.
- Ability to meet priorities and strict timelines of projects as self-determined or as needed.
- Proficient computer skills including but not limited to Microsoft Office and Google Suite platforms.
Education, Knowledge, Skills and Abilities Preferred:
- Executive or senior leadership experience, as the position will manage staff.

Compensation
Minimum rate of $301,995.20 Annually
HMH is committed to pay equity and transparency for our team members. The posted rate of pay in this job posting is a reasonable good faith estimate of the minimum base pay for this role at the time of posting in accordance with the New Jersey Pay Transparency Act and does not reflect the full value of our market-competitive total rewards package.
The starting rate of pay is provided for informational purposes only and is not a guarantee of a specific offer. Posted hourly rates may be stated as an annual salary in the offer and posted annual salaries may be stated as an hourly rate in the offer, depending on the level and nature of the job duties and credentials of the candidate. The base compensation determined at the time of the offer may be different than the posted rate of pay based on a number of non-discriminatory factors, including but not limited to:
- Labor Market Data: Compensation is benchmarked against market data to ensure competitiveness.
- Experience: Years of relevant work experience.
- Education and Certifications: Level of education attained, including specialized certifications, credentials, completed apprenticeship programs or advanced training.
- Skills: Demonstrated proficiency in relevant skills and competencies.
- Geographic Location: Cost of living and market rates for the specific location.
- Internal Equity: Compensation is determined in a manner consistent with compensation ranges for similar roles within the organization.
- Budget and Grant Funding: Departmental budgets and any grant funding associated with the job position may impact the pay that can be offered.
Some jobs may also be eligible for performance-based incentives, bonuses, or commissions not reflected in the starting rate. Certain positions may also be eligible for shift differentials for work performed on evening, night, or weekend shifts.
In addition to our compensation for full-time and part-time (20+ hours/week) job positions, HMH offers a comprehensive benefits package, including health, dental, vision, paid leave, tuition reimbursement, and retirement benefits.
